Aziz Orujov is an Azerbaijani journalist who directs Kanal 13, an independent online television channel. Its reporting covers human rights, social problems and political developments, providing space for opposition perspectives and public criticism of government policies.
His career has been marked by repeated criminal prosecution. In 2017, he was imprisoned on charges of illegal entrepreneurship and abuse of office. He was released in April 2018 after the Supreme Court suspended his sentence.
Orujov was detained again on 27 November 2023 over alleged unauthorised construction. Authorities later added a currency-smuggling charge, which was dropped in December 2024. On 26 February 2025, the Sabail District Court sentenced him to two years’ imprisonment on the construction charge. The sentence was subsequently upheld on appeal. He was released from Penitentiary Institution No. 16 on 27 November 2025 after serving his sentence.
Orujov denied wrongdoing, and his defence maintained that the proceedings were politically motivated and intended to punish him for his legitimate journalistic work.

Penitentiary Institution No. 16
Aziz Orujov’s family reported that his health deteriorated during detention, including neurological problems requiring prolonged treatment in the Penitentiary Service’s medical facility. Reports in 2024 raised concerns about inadequate medical care. According to his brother, prison doctors subsequently acknowledged that prolonged imprisonment was adversely affecting his health. His application for early release was rejected in September 2025 despite his ongoing treatment.
On 27 November 2025, he was released from Penitentiary Institution No. 16 after completing his sentence.
