Ulviyya Guliyeva, professionally known as Ulviyya Ali, is an Azerbaijani independent journalist and human rights defender known for documenting human rights violations, political repression and socially sensitive issues.
She worked with Voice of America’s Azerbaijani Service from 2019 until 2025 and has also collaborated with several independent Azerbaijani and regional media outlets. Her reporting has focused particularly on political trials, restrictions on fundamental freedoms, media freedom, women’s rights, LGBT+ and other marginalised communities, youth and socioeconomic issues.
After Azerbaijani authorities revoked Voice of America’s accreditation in February 2025, she continued independently reporting on politically sensitive cases through her social media platforms. On 6 May 2025, she was arrested in connection with the “Meydan TV case,” despite consistently denying any affiliation with Meydan TV. She maintains that the criminal case is retaliation for her journalistic and human rights work. While detained, she has continued documenting prison conditions and raising the cases of other political prisoners.
She was charged with multiple offences, including money laundering, tax evasion, and other alleged financial and economic offences. She and her co-defendants have consistently rejected all charges, maintaining that the criminal proceedings against them are politically motivated and linked to their legitimate and professional works within media. International organisations recognise her as a political prisoner.

Ulviyya Ali has reported serious ill-treatment connected to her arrest and detention. She was subjected to physical violence during her arrest on 6 May 2025 and later reported torture and an explicit threat of rape by a police officer while in custody. Human rights organisations have stated that these allegations have not been subject to an effective and independent investigation.
Concerns have continued during her detention at Baku Pre-Trial Detention Facility No. 1. In July 2026, OMCT, FIDH and partner organisations reported continuing intimidation and denial of adequate medical care. On 27 August 2026, her family additionally expressed concern for her safety after another detainee, reportedly accused of killing her husband, was placed in her cell and Ulviyya`s request to be transferred to another cell was reportedly left unanswered.
Her trial, together with 11 other defendants in the “Meydan TV case”, began before the Baku Grave Crimes Court on 22 December 2025. The most recent hearing was held on 14 September 2026, and the next hearing is scheduled for 28 September 2026.
