Bakhrom Khamroev is a human rights defender from Memorial. He is the head of “Erdam” (Help), an organisation which works to protect and promote the rights of migrant workers from Central Asia in Russia. Khamroev was well-known for providing legal defense to Muslims accused of being in the banned Hizb ut-Tahrir organization.
The Russian authorities have already opened hundreds of terrorism cases against alleged members of Hizb ut-Tahrir, mostly against Crimean Tatars living on the territory of the annexed peninsula. The cases are often opened on the basis of religious literature found during searches. The Crimean Tatars themselves believe that they are being persecuted simply because they do not agree with the annexation of Crimea. This was the basis for the accusation against Bahrom that he was involved in Hizb ut-Tahrir.
Khamroev has faced repeated harassment, including criminal prosecution, in connection with his human rights activities. In 2019, he was detained and then fined for standing alone on Red Square, calling for the release of political prisoners in Tajikistan during the visit of the country's president to Moscow. A few months later, Khamroev was again detained and fined for his involvement in organising the rally 'For Fair Elections' in Moscow.
Bahrom has a wife and a minor child, as well as a disabled brother.
