Thy Thorn is a youth activist associated with the Khmer Student Intelligent League Association (KSILA). In August 2024, he was arrested and charged with plotting by the Phnom Penh Municipal Court. His case is potentially linked to activities opposing the Cambodia-Laos-Vietnam Development Triangle Areas (CLV-DTA) agreement

Recent case update / evolution

On 20 August 2024, Thy Thorn was brought before the Phnom Penh Court of First Instance and charged with “plotting” (Article 453) of the Criminal Code, which carries a potential sentence of 5-10 years’ imprisonment. He was sent to pre-trial detention in Correctional Center 1 (CC1). On 5 December 2024, the Phnom Penh Appeal Court denied Thy Thorn’s request for bail.

On 14 January 2025, the Supreme Court upheld the decision of the Appeal Court, denying Thy Thorn’s bail request.

On 18 February 2025, the investigating judge of the Phnom Penh Municipal Court extended Thy Thorn’s pre-trial detention by six months.

In March 2025, the Phnom Penh Appeal Court rejected Thy Thorn’s request to overturn the pre-trial detention extension.

On 26 May 2025, the Supreme Court upheld the decision of the Appeal Court, denying the overturn of the extension. On 5 September 2025,the Phnom Penh Municipal Court denied Thy Thorn’s request for bail, marking more than one year in pre-trial detention.

On 2 March 2026, the Phnom Penh Appeal Court once again denied Thy Thorn's bail application.

On 27 May 2026, the Phnom Penh Municipal Court held a hearing in the case of Thy Thorn. Notably, during the hearing, the trial judges had asked only a few questions for Thy Thorn. The prosecutor did not pose a single question to him. However, in his closing argument, the prosecutor requested that Thy Thorn be convicted of plotting. In contrast, the defense lawyer argued that there is no evidence proving his client is guilty and requested that the trial chamber consider acquitting him. When permitted to make a final statement, Thy Thorn expressed his disappointment at not being able to provide a detailed explanation to challenge the charge against him. The trial has concluded, but a verdict date has not yet been set as of this update.
