Ms. Pheung Sophea, who holds a bachelor's degree in Environmental Science, has been actively involved in human rights advocacy since 2014 with Cam ASEAN Youth's Future ("Cam-ASEAN"), where she served as a project manager. Her work included researching human rights issues, conducting interviews, and developing evaluation questionnaires, as well as organizing training sessions for youth, women, and people with disabilities. Since 2015, she has focused on social justice, advocating for marginalized groups such as Indigenous peoples, LGBTIQ+ individuals, and others facing societal challenges. Alongside Mr. Srun Srorn, she travels across Cambodia to educate communities about the Paris Peace Agreement and constitutional law, becoming a prominent activist in this movement.

On 23 July 2024, Pheung Sophea, Srun Srorn, and San Sith were arrested in Siem Reap in connection with a video they produced regarding the Cambodia–Laos–Vietnam Development Triangle Area (CLV-DTA). The National Police spokesperson confirmed their arrest and stated that they were transferred to Phnom Penh for questioning. On the following day, the Phnom Penh Municipal Court charged them with “incitement to disturb social security” under Articles 494 and 495 of the Cambodian Criminal Code. Their bail applications were subsequently denied multiple times. On 29 August 2024, the Phnom Penh Municipal Court rejected their bail request, citing the need to prevent the alleged offence from continuing or recurring, to prevent flight, and to maintain public order. On 9 October 2024, the Phnom Penh Court of Appeal upheld the Municipal Court’s decision, relying on the same reasoning. Their bail request was again denied by the Supreme Court on 25 December 2024. On 24 December 2024, the trial commenced for Pheung Sophea, Srun Srorn, San Sith, and 33 other individuals charged in relation to the CLV-DTA case, with none of the defendants present. The Prosecutor requested the separation of the case, arguing that the large number of defendants made the proceedings complex and that dividing the case into smaller trials would facilitate the administration of justice. The Court granted this request. Defense lawyers appealed the decision; however, it was upheld by the Phnom Penh Court of Appeal in February 2025. After nearly one year in detention, their bail request was once again denied by the Phnom Penh Municipal Court on 4 July 2025. On 27 August 2025, the Phnom Penh Municipal Court held a hearing in the case involving Paris Peace Agreement (PPA) activists—Srun Srorn, Pheung Sophea, and San Sith—along with 34 other defendants. During the hearing, the Court reviewed the backgrounds of the defendants and the facts of the case. Defense lawyers made an oral bail request, noting that several defendants had been held in pre-trial detention for over one year. For the three PPA activists and some other defendants, this marked the fifth bail request. On 3 September 2025, the Phnom Penh Municipal Court denied the bail request submitted during the 27 August hearing. The Court also proceeded with the trial of the first of the five separated cases. However, only Srun Srorn was questioned on that day, despite four activists being involved in the first case. The Court indicated that it would hear the second, third, fourth, and fifth cases on subsequent Wednesdays before resuming the trial of the first case. The trial resumed on 21 November 2025, during which Pheung Sophea and San Sith were questioned. The judge also permitted defense lawyers to ask additional questions to Srun Srorn, who had been questioned at the previous hearing. Two judicial police officers involved in the investigation were called as witnesses and were questioned during the proceedings. On 15 December 2025, a bail request for Srorn, Sophea, and Sith, was denied by the Phnom Penh Appeal Court, with the judge stating that it had been filed beyond the time permitted under the Code of Criminal Procedure. On 24 February 2026, the final hearing in the case of the activists took place. The date for issuing the verdict has yet to be announced. By the end of March 2026, the activists spend over 600 days behind bars.
