Imran Aliyev is a civil society activist, digital-security expert and co-founder and Director of Meclis.info, an independent civic platform monitoring the work of Azerbaijan’s parliament. He has been involved in civic activism and election monitoring since 2007 and has provided digital-security support to local civil-society organisations.
Meclis.info collects and analyses information concerning parliamentary debates, draft legislation, adopted laws and public statements made by members of parliament. Through this work, Aliyev has promoted government transparency, public accountability, access to information and informed civic participation. He reportedly faced intimidation and pressure from the authorities in 2018 and was held incommunicado for approximately 20 hours by the Interior Ministry’s Organised Crime Department in March 2022.
On 18 April 2024, Aliyev was detained at Heydar Aliyev International Airport while preparing to travel to Istanbul. He was charged with multiple offences, including money laundering, tax evasion, and other alleged financial and economic offences. He and his co-defendants have consistently rejected all charges, maintaining that the criminal proceedings against them are politically motivated and linked to their legitimate and professional works within media. International organisations recognise him as a political prisoner.

Aliyev alleges that following his arrest he was transported to the Baku City Main Police Department with a bag over his head, beaten and subjected to electric shocks to force him to disclose passwords and sign documents without being able to examine them. He also says that he was denied access to a lawyer and was beaten again after informing the court about the ill-treatment. Although his lawyer submitted a complaint, no effective investigation has been reported.
On 22 September 2026, a further hearing in Imran Aliyev’s case took place before the Baku Grave Crimes Court.
