Khurram Parvez is a prominent Kashmiri human rights defender, Program Coordinator of the Jammu Kashmir Coalition of Civil Society (JKCCS), and Chairperson of the Asian Federation Against Involuntary Disappearances (AFAD). He is widely recognized for his decades of work documenting enforced disappearances, torture, and unmarked graves in Jammu & Kashmir. In 2023, he was awarded the prestigious Gwangju Prize for Human Rights. Since this arrest in 2021, he has been featured in the UN Secretary-General's report on reprisals.

Unlawful Activities (Prevention) Act (UAPA): Sections 17 (raising funds for terror), 18 (conspiracy), 18B (recruiting persons for terror), 38 (association with terror organization), and 40 (raising funds for terror organization). Indian Penal Code (IPC): Sections 120B (criminal conspiracy), 121 (waging war against the state), and 121A (conspiracy to wage war).

Second Case (RC-37/2020/NIA/DLI - NGO Terror Funding Case):

UAPA: Sections 17, 18, 22A (offences by companies/societies), 22C, 38, 39, and 40. IPC: Section 120B.
