Shadli Al-Huwaiti previously served as the director of agriculture for the Governorate of Al-Bidaa and the manager of agriculture in the Governorate of Duba. He belongs to the Al-Huwaitat tribe, which was targeted by Saudi authorities for their vocal opposition to the NEOM project that threatens to displace them.

Shadli Al-Huwaiti was not presented with an arrest warrant at the time of his arrest, nor was he provided with any information related to the reasons behind his arrest. He was subjected to torture in detention as a way of coercing him to confess that he had established a terrorist cell. He was only allowed to contact his lawyer after over three months after his arrest. His family was first allowed to visit him on April 2, 2021, nearly four months after his arrest. According to information reported through family visits, Shadli had physical marks and bruises on his face and head and he had to spend 20 days in the prison infirmary as a result of the torture to which he had been subjected, including beatings, electrocutions and being forced to stand on one leg in the sun all day. He was placed in solitary confinement for the entirety of the time since his arrest. He had also been subjected to sleep deprivation, visible through his trembling hands and lack of ability to concentrate during conversation. It has been reported that his health condition continues to worsen because of his prolonged solitary confinement, torture, and denial of medical care. Shadily has also been denied phone calls. On 23 May 2022, Shadli went on hunger strike in protest against ill-treatment and being placed in solitary confinement, and after two weeks the Dhahban Prison administration inserted a tube into his stomach to force-feed him, a form of torture.
