Emin Ibrahimov is an Azerbaijani civil society activist and public commentator with a background in diplomacy. During his diplomatic career from 2007 to 2020, he worked at Azerbaijan’s embassy in the United States and its diplomatic mission in Uruguay. He left the service in 2020 in protest against electoral fraud and restrictions on fundamental freedoms. His subsequent public activities have focused on democratic governance, political rights and criticism of government policies.
In September 2023, Ibrahimov received 30 days of administrative detention after publishing social-media posts critical of the military operation in Nagorno-Karabakh. He was arrested again on 22 July 2024, following an alleged stabbing incident, and charged with intentionally inflicting grievous bodily harm and hooliganism.
On 11 April 2025, the Baku Grave Crimes Court sentenced him to seven years’ imprisonment for intentionally inflicting grievous bodily harm with hooligan motives. The court dropped the separate hooliganism charge. On 25 February 2026, the Supreme Court dismissed his cassation appeal, leaving the sentence in force.
Ibrahimov has consistently denied the allegations, describing the incident as a provocation and his prosecution as punishment for his political views and public criticism of the authorities. International organisations recognise him as a political prisoner.

Penitentiary Institution No. 13
According to his lawyer, Emin Ibrahimov was attacked by an unidentified man near Khalglar Dostlugu metro station on 22 July 2024, before plain-clothes officers detained him. At Police Station No. 24 of the Nizami District Police Department, officers allegedly subjected him to electric shocks to force him to disclose his phone’s passcode.
His lawyer confirmed in February 2026 that an application challenging his pretrial detention had been lodged with the European Court of Human Rights, alleging a violation of Article 5 of the European Convention on Human Rights.
