Born on 4 December 2001, Ilkin Amrahov is an Azerbaijani civil society activist and international relations researcher. He studied International Relations at the Academy of Public Administration, with particular interests in Azerbaijan’s foreign policy and conflict studies.
After completing the Institute for Democratic Initiatives’ (IDI) “Young Project Managers” programme, he took on responsibilities as Office Manager and Group Coordinator, helping organise activities promoting youth participation and civic engagement.
On 6 March 2024, Amrahov was detained during the police operation targeting IDI and Toplum TV. Initially accused of foreign-currency smuggling, he subsequently faced an expanded indictment. On 27 July 2026, the Baku Grave Crimes Court sentenced him to 13 years’ imprisonment and imposed a two-and-a-half-year ban on holding certain positions.
He was convicted on multiple criminal charges, including money laundering, tax evasion, and other alleged financial and economic offences. He and his co-defendants have consistently rejected all charges, maintaining that the criminal proceedings against them are politically motivated and linked to their legitimate professional activities within civil society. International organisations recognise him as a political prisoner.

Ilkin Amrahov alleged that, following his arrest on 6 March 2024, police placed a black bag over his head and took him to his home, where they threatened to detain his grandfather and parents unless he counted money he said had been planted by officers. He later withdrew his initial statement, saying it had been obtained under pressure and that he had signed a revised version while feeling unwell, without reading it and after his lawyer had left. In April 2024, his lawyer also reported that investigators had repeatedly pressured him to dismiss her and choose another lawyer.
On 27 July 2026, the Baku Grave Crimes Court convicted Ilkin Amrahov the “Toplum TV case” and sentenced him to 13 years’ imprisonment, along with a two-and-a-half-year prohibition on holding certain positions.
